Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of contrasting events captured the harsh reality of the current period. By day, negotiation efforts are fought: positive announcements are released from different nations. Significant resources is allocated on managing specific proposals. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "resolution".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is able to track projectile deployments from across the border, a ability provided through current data. From observation points, military aircraft that had been deployed to counter approaching guided weapons streaked across the sky – modern combat jets supplied to Ukraine by NATO members.
Shortly after, Kyiv's air-defence systems thundered: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, most likely delivered by Western nations. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly transforms into grim resignation: maybe the hostile projectile won't strike its target this time, preventing destruction from ruin and further power outages.
Persistent Threats
Soon after, a heavy machine gun engaged a aerial vehicle somewhere nearby, part of a rapid response unit – most likely allied-provided weaponry. Unfortunately, the shots failed to hit the hostile drone – it pressed on overhead toward its target.
With pauses, this persisted until dawn. Kyiv greeted the daybreak reports: multiple fatalities, damage and heating outages in many homes as a result of the night's assault. As customarily, everyone still went about their day – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on external assistance – a need that regional partners are clearly incapable to replace in the short term.
Failed Diplomacy
The detailed framework from American leadership provoked deep reactions, debate and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new initiative from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually secure success. This trend will, certainly, endure.
Tactical Assessments
It is convenient to criticize particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. American leadership operates on a assumption understood by experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The US administration presumes that it is unfeasible to pressure the Kremlin to abandon the territory that it presently holds in Ukraine's occupied territories.
The issue is that while acknowledging this situation, American administration does little to discourage Russia, through statements or actions, from believing that the situation will not shift further in its advantage in the coming year.
Conflicting Perspectives
Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but avoiding a entire defensive failure until circumstances change in its advantage.
Current Realities
Factually, there are no genuine requirements for a ceasefire. Now, individual motivations are becoming relevant: leadership ambitions to negotiate peace and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unworkable, so that their focus does not shift toward domestic problems. And although their objective will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a mere seven days to eliminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, latest revelations, all served their function.
While new initiatives based on previous concepts are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to change the course of events, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, primarily depend on continued Western support.
